Transition to By-Trustee Area Elections
The Centinela Valley Union High School District (“CVUHSD”) Board of Education (“Board”) is currently elected in from-trustee area elections, where Board members reside in specific trustee areas, but each Board member is elected by voters of the entire District.
At prior Board meetings, the Board received information and discussed the CVRA. On March 10, 2020, the Board approved a resolution indicating its intention to transition to a by-trustee area elections system. CVUHSD will conduct a series of public hearings to receive community input on the composition of proposed election geographic areas for Board of Education seats. It is of the utmost importance that residents participate and provide feedback during the upcoming public hearings. It is the District’s desire to ensure that the proposed By-Trustee Areas reflect communities of interest and that the community is involved in this process.
The District will be using the services of an independent, professional demographer to prepare draft trustee voting area maps for community and Board review. The demographer will work with the District’s legal counsel to ensure that all draft trustee area map options are in compliance with the CVRA and other districting requirements. The process of establishing the trustee areas will involve using the most recent demographic data from the 2020 Census, in addition to other, accepted population and demographic information.
As shown below, at its regular meeting of June 28, 2022, the Board will hold the first of the two required pre-map drawing public hearings, and the public is invited and encouraged to provide input on the composition of potential trustee voting areas.
To transition to a by-trustee election system, the law requires the Board to hold at least four public hearings on the proposed trustee area boundaries. The first two public hearings must be held before any draft maps are drawn to solicit comments and feedback from the community regarding the composition of the potential trustee areas. Following the two initial public hearings, the District’s demographer will prepare draft trustee area maps, which will be posted here on the District’s web site once prepared. Thereafter, the District will hold at least two additional public hearings regarding the draft trustee area maps.
After holding the required public hearings, the Board will adopt one of the proposed trustee area maps and seek final approval of the selected map and CVUHSD’s transition to by-trustee area elections from the Los Angeles County Office of Education Committee on School District Organization (“County Committee”). If the County Committee approves the change, by-trustee area voting would begin with the 2024 Governing Board election, held on the General Election Tuesday, November 5, 2024.
The dates, times and locations of the upcoming public hearings are shown below. The public is invited to attend any or all the public hearings on CVUHSD’s transition to by-trustee area elections. NEXT STEP TO TRANSITION TO A BY-TRUSTEE ELECTION SYSTEM - APPROVAL OF TWO RESOLUTIONS
- At the August 8, 2023, Board of Education regular meeting, trustees considered approval of Resolution No. 23-24/005 Adopting a Trustee Area Map and Initiating a Proposal to the Los Angeles County Committee on School District Organization to Approve the Centinela Valley Union High School District's Transition to By-Trustee Area Elections. Resolution No. 23-24/005 serves as the District's proposal to the Los Angeles County Committee on School District Reorganization under Education Code Section 5019(c)(1) to establish trustee areas and approve the District's transition to by-trustee area elections. With approval of this Resolution, the Superintendent is authorized and directed to transmit this Resolution, the final trustee area map adopted, and any additional required documentation to the County Committee and to take any other actions necessary to effectuate and to complete the Board's transition to a by-trustee area election system beginning with the 2024 Board elections. The Board unanimously approved Resolution No. 23-24/005 with the selection of draft map 4.
- At the August 8, 2023, Board of Education regular meeting, trustees considered approval of Resolution No. 23-24/006 Requesting the Los Angeles County Committee on School District Organization Approve the Centinela Valley Union High School District's Transition to By-Trustee Area Elections Pursuant to Senate Bill ("SB") 442. Effective January 1, 2022, Senate Bill 442 authorizes the County Committee to, by resolution, approve a school district's proposal to establish trustee areas and elect governing board members using by-trustee area elections without submitting the resolution to the electors of the district for approval. With approval of Resolution No. 23-24-006, the Board will request that the County Committee exercise its authority under SB 442 to approve, by resolution, the District’s proposal to establish trustee areas and elect members of the Board using by-trustee area elections without submitting the resolution to the electors of the District for approval. The Board unanimously approved Resolution No. 23-24/006.
- Pursuant to Education Code §5019(c), the County Committee will be conducting a public hearing on a proposal to transition from trustee areas with at-large voting, to trustee areas with trustee area voting within the Centinela Valley Union High School District.
